Lower Speed Limits

• Changes in 2025: Sections of collector roads

  Starting in 2025, there will be lower speed limits on these sections of collector roads.

  Completed updates to speed limit signs:

  • 30 km/h — Wallace Drive (Greig Avenue to West Saanich Road)
  • 40 km/h — Wallace Drive (West Saanich Road to Stelly's Cross Road)
  • 40 km/h — Wallace Drive (East Saanich Road to North Saanich boundary)
  • 40 km/h — Old West Saanich Road (Saanich boundary to West Saanich Road)
  • 40 km/h — Tanner Road (Rodolph Road to Central Saanich Road)
• Changes in 2026: Residential streets

  Starting in 2026, most residential streets will default to 30 km/h.

  This update will roll out neighbourhood-by-neighbourhood beginning in late winter. Enforcement begins after signs are updated.

  What is a residential street? Residential streets (or local roads) mainly provide access to homes. They typically have lower traffic volumes at lower speeds. Collector roads, by contrast, have higher traffic volumes and help move people to the arterial roads between neighbourhoods.

  Vision Zero is an ambitious goal, adopted by communities around the world, to make roads safer and eliminate traffic fatalities and serious injuries.

• How are our community's speed limits reviewed?

  The Engineering team works closely with the Central Saanich Police Service to review ICBC data and current speed limits throughout the District. We reference our community's plans, provincial guidelines and national standards.

  We also consider the criteria used in nearby municipalities’ road safety action plans, like the District of Saanich and City of Victoria, to help establish consistent speed limits for moving around the region.

• Are other communities reducing speed limits?

  Yes. Nearby municipalities, including the District of Saanich and City of Victoria, have reduced speed limits in recent years. Harmonizing speed limits with neighbouring municipalities will help make driving around the Peninsula safer and more predictable.

• Do lower speed limits align with feedback from our community?

  Yes. Road safety concerns have been central in community engagement. For instance, in over 700 direct interactions with community members for the Active Transportation Plan, one of the key themes that emerged was safety concerns over vehicle speeds and driver behaviour, especially on routes to schools.

  Lower speed limits support the road safety goals in our community's Active Transportation Plan, Official Community Plan, Accessibility Plan and Age-Friendly Plan. These plans involved considerable community engagement over multiple years. 

• What else is Central Saanich doing about road safety?

  While speed limits are critical, they are just one aspect of road safety. Other important aspects include Police enforcement to help deter dangerous driving, public education, speed reader boards, traffic calming measures, road markings and road safety infrastructure.
